Hi. It used to be when you put a Turkish SIM into a UK 'phone you had to register it. Not sure if that rule has changed but someone will eventually confirm that on here if that's the case.
We brought our UK 'phones out with us but kept the UK SIMs in them so didn't register, then bought a couple of cheapy Turkish 'phones.

Hi we bought a Turkish phone about 12years ago its an old Nokia its great for Taxis and our friends bought a Samsong this year and it only cost 30 pounds it means we can cantact each other while in Turkey but you must keep it toped up every 6 months or you will lose your number so we leave it with friends who live in Turkey hope its some help Tom

If he doesn't register the phone then the Turkish SIM will fail after about 3 months and he would then have to buy a new SIM to carry on using the phone (SIM prices are around 70TL including about 40TL phone credit.
